Malvar Shortage of Weapons
It is interesting to note that while Malvar would arrange for additional weapons and troop support from Bonifacio, Santiago de Rillo also of the Batangas Provincial Government would report to Aguinaldo that Malvar was loaning rifles to Bonifacio. Historian Glenn Anthony May believes that this would be unlikely given Malvar's shortage of weapons.

(Excerpts)
After you left here, one of my nephews, by the name of Eugenio Salazar, whom you, I have no doubt, know very well, came with the information that the "Supremo" was in the neighborhood of Malabon with his forces, which numbered fifty-three rifles, which are owned as follows: twenty-five by the "Supremo" himself, eighteen belonging to our Vice-President Mariano Trias, and ten to Capt. Arison Villanueva. One of the chiefs under the "Supremo" is a so-called Colonel or Brigadier General Santos from Malabon.
My nephew, furthermore says that he saw there our friend Vibora (Ricarte), just at the time when he was stepping out of the house of the "Supremo." Vibora showed my nephew, Salazar, his resignation of the office of Commander-in-chief of the Army, which he was forced to accept by you and Capt. Emiliano Riego (de Dios), according to his statement. I therefore, would advise you to consider the mater very well, for I am very apprehensive as to what their plans may be; you must also be very cautious about your personal safety, lest the ill-feeling of some may prevent you from fulfilling the lofty mission which Providence has given you.
It is said that General Malvar has loaned and is loaning rifles to the "Supremo." That being the case, you must recall him in order that you may have a talk with him. I will be on alert with regard to the other chiefs here in Batangas and also for the collection of unshelled rice in Magaslang.
